When he was in opposition President Tinubu used to be a great champion of resource control. I would like to see him revisit the issue by sending a bill that looks like this to the National Assembly

[1] Our current 36 states should be increased to 42 with seven representing each geo-political zone

[2] Each of our 42 states will control all the resources within its domain

[3] 50% of all generated revenue will be kept by the state

[4] 20% of raised revenue will be paid into the federation account

[5] 15% of raised revenue will be paid into a geo-political zone account

[6 15% of raised revenue will be paid into a sovereign wealth fund which all states can borrow from but only for capital projects

[7] States will be responsible for creating local governments within their domains

[8] Local governments will raise their taxes independent of governors and spend such revenue as they deem fit

[9] State governments will have nothing to do with those constitutional obligations of local governments such as primary schools, refuse disposal, markets, shopping malls, motor parks, etc

[10] Our constitution will be amended to mandate state and local governments to spend at least 40% of their annual budgets on capital projects for the next 50 years
