[1] Every one of Nigeria’s 774 local government areas must have at least three technical colleges
[2] Every state governor must spend at least 10% of his annual budget on vocational education
[3] A national target must be set of ensuring that about 50% of the Nigerian population have a City & Guild certificate by 2035
[4] Every year, at least 20 specialist courses unique to the Nigerian economy must be added to the curriculum
[5] Exchange programmes will be entered into with industrial economies like Germany, China, Japan, France, etc to ensure that at least 5,000 Nigerian technicians go abroad annually to study modern production techniques
[6] A minister of vocational education will be appointed by the president
[7] Vocational education will be compulsory for all prison inmates across Nigeria
[8] Anyone convicted of being a member of a terrorist organisation, kidnapping, armed robbery or rape, will be automatically enrolled into a vocational course
[9] Undertaking a City & Guild in Animal Husbandry will be compulsory for all Fulani cattle herdsmen. No one will be given a certificate to rear cattle without such certification
[10] Undertaking a City & Guild in Theology is a must for anyone who wants to open a church or mosque across Nigeria
