[1] A bill will be passed by the National Assembly compelling intelligence agencies to publish details of any politician, monarch or publicly exposed person on whom they have information that he could be a sponsor of terrorists, bandits, kidnappers or hoodlums
[2] Herdsmen group Miyetti Allah Cattle Breeders Association of Nigeria and all its splinter groups will be declared terrorist organisations
[3] Divisional police officers will be given the mandate to arrest everyone who is still in possession of an AK47 by November 1 2025. Under a new law to be passed, anyone arrested for possession of an AK47 can be detained without trial for six months
[4] Mobile courts will be established to try hoodlums in forests. For starters, one such mobile court will be set up in Zamfara State immediately
[5] Nigerian Army units will be deployed to schools across northern Nigeria to offer protection to pupils

[9] Nigeria currently has a negative police-to-citizens ratio of 35 to 100,000 inhabitants. A major recruitment drive must be initiated to increase this to the United Nations average of 300 police officers per 100,000 inhabitants. We are in serious deficit at the moment
[10] Nigeria’s federal government must initiate plans to launch dedicated anti-terror and elite commando units in both the Nigeria Police Force and the three arms of the military services
