[1] Britain, like every other European colonial power, modelled the Nigerian military on theirs, designed to combat external threats. Given that 95% of Nigeria's security challenges are internal, as from October 1 2026, the role of the Nigerian military is being revamped with an emphasis on local security
[2] A Nigerian Marine Corp will be established to deal with all external matters. From henceforth the army, navy and air force will concentrate on internal security
[3] Clearly the Nigerian Police Force is unable to deal with the policing challenges of the country alone. As a result, their activities will be augmented with the creation of six geo-political police forces designed along the lines of Amoteken. This second tied of policing will be placed under the authority of geo-political zones to prevent state governors using them as private armies
[4] A coordinating minister for security will be appointed. he will have overall responsibility for the ministries of defence and internal affairs, coordinating the affairs of the military, police and all other security services
[5] As from October 1 2026, a Nigerian Border Guard will be created to man the country's borders. It will have an eventual manpower of 500,000 men and women
[6] A from October 1 2026, a Nigerian Coastal Guard will be created to police the nation's continental shelf. Combatting piracy and oil theft will be one of its main challenges. Due to their knowledge of the Niger Delta, most of its members will be Ijaw
[7] To ensure that equipment reaches all our security forces at the requested time, by 2035, Nigeria must manufacture all of her military hardware internally
[8] A special elite commando battalion to be known as the Green Eagles will be established to deal with matters like hostage rescue, attacking terrorist camps and eliminating armed groups. it will be trained to the highest possible international standards
[9] By 2030, Nigeria must complete the manufacture of an aircraft carrier, which will be stationed in the Niger Delta. this will enable the security forces to police the creeks effectively, stopping the smuggling of oil and arms in and out of the country
[10] Children of any security personnel who die in combat will be granted free education up to university level
