[1] Traditional rulers will be obliged law to provide refuge for victims freeing from ethnic and religious persecution within their domains
[2] No state is to have more than five traditional monarchs to save costs
[3] All traditional monarchs will be tasked with collecting income tax within their domains as was the original design by the British
[4] Traditional rulers will be entitled to 5% of all tax they collect to serve as an incentive
[5] State governments will no longer fund any traditional institution. Local communities must find ways to fund them privately
[6] The chairmanship of the council of traditional rulers in each state is to be rotated on an annual basis
[7] There will be a National Council of Traditional Rulers that meets once a year. Its primary role will be controlling violence
[8] This National Council of Traditional Rulers will be free to advise the federal government on policy matters
[9] Traditional rulers are barred from engaging in partisan politics or interfering with the governance of their states
[10] This arrangement will be in place with 10 years after which it will be reviewed as part of a programme to phase out monarchies across Nigeria
