How about the Northern State Governors Forum (NSGF) drafting and submitting this Fulani Disarmament Bill to the National Assembly

(1) The Miyetti Allah Cattle Breeders Association of Nigeria (Macban) will be regarded as a terrorist organisation. From now on, membership of the body will attract a minimum jail term of five years

(2) A new pan-Nigerian, multi-religious and all-embracing Nigerian Livestock Producers Association will be formed in its stead

(3) Nomadism is to be outlawed across Nigeria. Anyone whose livestock are found to be roaming outside official ranches faces the prospect of three years in prison

(4) Any Fulani person convicted of kidnapping, communal violence or bearing arms will be ostracised. For starters they will be banned from attending any durbar in northern Nigeria, will not be eligible to participate in the hajj pilgrimage for life and will be barred with setting foot in any mosque across Nigeria

(5) Everyone of the 19 northern states will open a disarmament centre where herdsmen can hand in their weapons. Anyone who does this before March 31 2021 will not be prosecuted

(6) We will establish a Livestock Bank of Nigeria which will offer single digit loans to anyone interested in obtaining capital to expand their animal husbandry business

(7) A NSGF livestock registration office will be opened. It will keep a register of all pastoralists in Nigeria

(8) Every head of cattle in Nigeria will from henceforth be tagged. Every animal will have a serial number, making its owner easily traceable

(9) Secure ranches will be opened in Borno, Niger, Taraba, Kaduna, Bauchi and Yobe states. It is our aim to have every single pastoralist in Nigeria operating from them by October 1 2021. Just as all oil workers need to be based on rigs in the Niger Delta, so too should herdsmen be based in these ranches

(10) The NSGF will be responsible for paying compensation to any farmer whose crops have been eaten or destroyed by cattle. Such payments will be recovered from the livestock owners instalmentally
