(1) As from 2025, no car older than 10 years old will be allowed on Nigeria’s roads. All such vehicles will be bought by the government and scrapped

(2) Every state government must construct an urban metro network in its capital. States with other large cities must look to build on them too

(3) In each geo-political zone, the governments must join forces to construct a regional railway network

(4) There will be a 50% tax on trailers conveying goods to market. For rail freight, the tax rate will be zero until 2030

(5) By 2025, any sea port that does not have a railway link will be closed

(6) By 2025, any airport that does not have a railway terminal will be closed

(7) Purchasers of electric cars will be given a discount of $1,000 towards their vehicle purchases

(8) Government officials will no longer be paid transport allowances. Instead, they will be given train passes

(9) Anyone over the age of 65 will be a free rail pass

(10) Any foreign investor who comes to build a railway line or open a carriage/engine manufacturing plant in Nigeria will get a five year tax holiday
