[1] From henceforth, all public sector contracts must be published online

[2] All contract bids must be made through an online portal

[3] All government, ministries, departments and agencies must have a contract bidding online portal

[4] All bids will be subject to review by a panel made up of civil servants, members of the judiciary and EFCC and ICPC operatives

[5] Any minister, governor, commissioner, lawmaker, head of parastatal or head of agency getting involved in the contract process will be deemed statutory corruption

[6] All contracts will go through a first stage of three bids making an initial shortlist

[7] A special Contracts Appeal Court will be established to consider complaints against awards

[8] Under no circumstance will the profit on a contract exceed 30% of its total value

[9] All contracts put out for tender must include at least three comparative costs of similar awards in developing nations at the same level of sociology-economic development as Nigeria such as India, Brazil, South Africa, Indonesia, Vietnam, Mexico, Egypt, Philippines, etc

[10] Politicians awarding contracts will be deemed an act of corruption attracting statutory impeachment and a minimum sentence of five year’s imprisonment
